David W. Allan, President of Allan’s TIME, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in physics and religion.
Currently, Mr. Allan is the president of Allan’s Time Interval Metrology Enterprise (TIME) and author of “It’s About Time – Science Harmonized with Religion,” published in 2014 and its second edition in 2016. In 2017 the book was made available on audio.com and iTunes. Prior to his current position, Mr. Allan was a senior scientist and an atomic clock physicist with the National Institute of Standards and Technology (formerly the National Bureau of Standards).
Alongside his professional endeavors, Mr. Allan has been a guest scientist and speaker at institutions both nationally and internationally in such locations as the National Physical Laboratory in Israel, National Institute of Standards and Technology (NIST) in the People’s Republic of China, the United Nations Development Program in India, and Istituto Elettrotecnico Nazionale Galileo Ferraris in Italy. Passionate about religion, Mr. Allan additionally served as a bishop, stake president in Boulder, Colorado, and in the Denver, Colorado, Mission Presidency. He and his wife served as missionaries, traveling to the Republic of Côte d’Ivoire in West Africa from 1997 to 1999. In addition, he taught institute of religion classes for eleven years for the Moroni, Utah, Stake – all for the Church of Jesus Christ of Latter-day Saints.
In preparation for his successful career, Mr. Allan sought formal education, earning a Bachelor of Science in physics from Brigham Young University in 1960 and a Master of Science in physics from the University of Colorado in 1965. He is the author and coauthor of various articles to professional journals, has contributed chapters to books, and has published more than 100 technical papers in his spheres of interest.
Among Mr. Allan’s greatest achievements includes the development of the Allan variance, a two-sample variance that measures frequency stability in clocks, oscillators, and other applications. In fact, the Allan variance is also used to characterize the performance of atomic clocks needed for GPS systems. In addition, the Institute for Scientific Information identified the publication of his master’s thesis in “Citation Classics,” indicating that his research was among the most cited items in its field. Furthermore, he developed an innovative time-difference measurement system commensurable for the ever increasing needs of measuring the performance of atomic clocks, a technique used by most major timing centers globally.
In recognition of his exceptional undertakings, Mr. Allan was honored with the Joseph F. Keithley Award from the Institute of Electrical and Electronics Engineers (IEEE) in 2018 with the citation, “For Leadership in time determination and precise timing instruments.” The IEEE further presented him with the Award for Seminal Work to the UFFC Community Regarding Time Determination, Time Prediction, Time Dissemination and Timekeeping through Contributions to Atomic Frequency Standards, Space-Based Navigation, Time and Frequency Stability Analysis, Time-Scale Algorithms, and Timekeeping Devices in 2016. Additionally, Mr. Allan won the Time Lord Award in Edinburgh, Scotland, in 2011, was a nominee in physics for the Gold Medal in the Department of Commerce of NIST in 1992, was the recipient of the Invention Award by the U.S. Air Force in 1978, and was presented with the Silver Medal from the Department of Commerce of NIST in 1968.
Married to Edna Love Allan since 1959, Mr. Allan is the proud father of seven children. He enjoys jogging, cross-country skiing, mountain biking, walking with his wife, and taking photographs. His motto is “truth is light is love is God.”
