Dr. Howard is an esteemed forensic scientist whose career has spanned more than six decades. Serving in a private practice as a forensic science consultant in Colorado Springs, CO, since 1995, he previously served a number of facilities, including the City County Crime Laboratory with the Colorado Springs Police Department as a manager from 1990 to 1005, the Montana Crime Laboratory in Missoula, MT, as a forensic scientist from 1988 to 1990, and the Georgia Crime Laboratory with the Georgia Bureau of Investigations in Decatur, GA, as director from 1971 to 1988 and assistant director from 1956 to 1971.
A fellow of the American Academy of Forensic Sciences, Dr. Howard holds a Bachelor of Arts from the University of Montana and a Doctor of Philosophy from the University of Minnesota. After obtaining some hands-on experience in the field, he earned a Bachelor of Science in geology from Georgia State University. Throughout his career, he has contributed several articles to professional journals and chapters to books, having previously been an editor of the prestigious American Journal of Legal Medicine and Pathology and the Journal of Forensic Sciences. He has additionally maintained affiliation with the Society of Forensic Toxicologists, the American Academy of Forensic Sciences, and the Southern Association of Forensic Sciences.
In recognition of his exceptional contributions to forensic science, Dr. Howard has accrued numerous accolades, including the Briggs White Award in 2000, the Grateful Appreciation for Dedication to Design and Implementation from the Colorado Springs Metro Crime Laboratory in 1995, and the Accommodation Resolution Award from the Police Officers’ State of Georgia in 1988. Likewise, he was recognized with 32 Years of Exemplary Leadership for Scientific Excellence, Professional Integrity and Personal Dedication from the Georgia State Crime Laboratory in 1988, having previously been named Man of the Year by the District Attorney’s Association of Georgia and the recipient of the American Bicentennial Research Institute Award in Recognition of Professional and Civil Attainment in 1973. He has been highlighted in several editions of Who’s Who in America and the 26th edition of Who’s Who in the World.
